The Alcohol Beverage Control Requirements

Location
The property must be under your name or, if it is leased, you must show an agreement with the landlord wherein the business name applying for the license is stated. The establishment must be in a commercial district
Zoning Permit
The ABC also requires liquor license applicants to acquire the local zoning permit from the city or county council. These are necessary for an establishment to be granted the privilege to sell liquor on the site.
File the Application
When you have all the required documents prepared, you can go and file for the application. You will also have to notify the residents in the area where your business is located about your plan to open a liquor shop by putting a notice at your location, a newspaper public announcement and send out letters to all residents within 500 feet.
Find a Liquor License
If you plan to sell hard liquor, you will need to find a private liquor license seller or an agent, since the Alcoholic Beverage Control is no longer giving out these licenses. An escrow will have to be opened for the transfer of the license once the requirements of the ABC are met. This will cost about $1,000 and must be submitted along with the accepted application with the ABC.
