Orlando Liquor Licenses For Restaurants, Bars, and Retailers

The right Orlando liquor license depends on what you run: a dining room, a bar, a shop, a catering business or a brewery each points to a different Florida license. Liquor License Agents helps Orlando operators match their concept to a license, then guides the application, purchase or transfer through to approval with the Division of Alcoholic Beverages and Tobacco (ABT).

Which License Suits Your Orlando Concept?

Restaurants. A 2COP covers beer and wine served to diners. Qualifying restaurants wanting full liquor with food can look at the 4COP-SFS, a non-quota license ABT grants for an annual fee.

Bars and nightclubs. The 4COP Quota license allows spirits as well as beer and wine to be served on premises. State law limits quota licenses to one per 7,500 Orange County residents, issued via an annual DBPR lottery or sold on the secondary market; when the quota is gone, you buy from an existing holder.

Retailers. The 2APS covers packaged beer and wine for off-premises sale. A liquor store selling sealed packages needs the 3PS Quota license.

Caterers and brewers. The 13CT is for licensed caterers at approved off-site events, and the CMB for production and craft breweries.

Obligations That Stay With the License

Choosing a license is not a one-time decision. Restaurant licenses come with food revenue ratio, seating and square footage requirements for as long as you hold them, and the type you pick also governs who can be on site and whether it can be sold later. Locally, Orange County and the city may set distance limits from schools, parks, residential zones and churches, require conditional use or special exception sign-off, and attach entertainment, hours and security conditions.

Orlando Questions, Answered

Can I buy an existing license? Yes. Many Orlando operators buy a quota license and finish an ABT transfer, often through escrow. ABT examines ownership, financing and premises details; we prepare those filings and tie escrow timing to the transfer milestones.

How long should I allow? Expect months. Background review, posting periods, a complete application and any corrections all play a part, so start early to keep licensing in line with your lease and build-out.

Not sure which category your Orlando concept falls into? Request a consultation and we can work through the license choice, the conditions to expect, and the steps that will set your schedule.
