Florida Liquor Licenses

Liquor License Agents helps restaurant operators, nightlife venues, hospitality groups and retailers across Florida secure the right license type, buy or sell licenses on the open market, and stay aligned with state and local requirements.

How Florida liquor licensing works

Florida liquor licensing is regulated by the Florida Division of Alcoholic Beverages and Tobacco (ABT). Depending on your business model, you may apply for a new license, purchase and transfer an existing license, or change the location of a license.

Most approvals depend on correct application details, ownership disclosures, background review, and a premises definition that matches how you will operate. Local zoning, building permits and operational approvals can also affect timelines, especially for bars, late-night venues and properties with patios or entertainment.

Common Florida license types

  • 2COP: beer and wine for on-premises consumption, plus sealed containers for off-premises consumption. A non-quota license obtainable directly from ABT, common for restaurants, cafés, taprooms and neighborhood bars
  • 4COP: beer, wine and spirits for on-premises consumption, common for full-liquor restaurants, bars and nightclubs. A quota license, typically bought on the open market or obtained through the state lottery
  • 4COP-SFS: full-liquor service at qualifying restaurants that meet Florida's minimum square footage, seating and food sales requirements. Not subject to the county quota
  • 1APS and 2APS: package sales of beer and wine, and of beer, wine and spirits
  • 3PS: package sales of beer and wine, often used for convenience and grocery retail

The best license depends on whether you need spirits, whether food service is central to the concept, and whether alcohol is served on premises or sold for off-premises consumption.

Buying, selling and transferring a license

  • Confirming the right license type based on your concept and operating plan
  • Evaluating transfer options when a purchased license is the most practical path
  • Coordinating transaction timing so escrow, lease milestones and licensing steps stay aligned
  • Preparing ownership, financing and premises documentation accurately
  • Assistance with applying directly to the state, and with brokering the purchase or sale of a quota license on the open market
