Surprise Liquor Licenses For Restaurants, Bars, and Retailers

Ask what a liquor license costs in Surprise and the answer depends first on one detail: whether the series you need is quota or non-quota. That distinction can separate a modest yearly fee from a purchase price in the hundreds of thousands, so settle it before budgeting anything else.

Two Very Different Price Tracks

Arizona's Department of Liquor Licenses and Control (DLLC) sorts licenses into two groups under Title 4 of Arizona's statutes:

  • Non-quota (Series 1, 10, 11 and 12): obtained by applying directly to the DLLC. Fees, charged on application and every year, are a few hundred dollars at the low end and a few thousand at the high end. This group covers in-state producers, beer and wine sold in grocery and convenience stores, hotels and motels, and restaurants earning no less than 40% of revenue from food.
  • Quota (Series 6, Series 7, Series 9): capped according to how many people live in Maricopa County. When the cap is hit, you either win the yearly DLLC lottery or purchase one from someone who already holds it. Secondary-market prices in the county start in the tens of thousands and can reach several hundred thousand dollars based on license type and market. This group covers full-liquor bars, beer and wine bars, and liquor stores.

Costs That Come From Delay

Timing belongs in the budget too, because your license has to match your lease and build-out dates. Every application first sits on public display at the premises for 20 days and is reviewed by the local governing body; that body can attach conditions touching security, hours, entertainment or parking and may consider proximity to residential areas or schools. Once your application is complete, the DLLC's processing goal is about 65 to 105 days. Learning late that a site cannot support your concept is costly.

How We Help Keep the Budget Intact

We confirm the series that suits your concept and location, check any license you plan to buy for limits on service areas, hours or entertainment, align escrow with transfer milestones, file DLLC applications and disclosures, and respond promptly when the DLLC or local governing body asks for more.
