Tampa Liquor Licenses For Restaurants, Bars, and Retailers
For many Tampa operators, the first real question is cost. A beer and wine license and a full liquor quota license sit at very different price points, and the gap shapes your whole business plan. Liquor License Agents helps Tampa restaurants, bars and retailers work out which license they need, what it may realistically cost, and how to buy, sell or apply for it with Florida's Division of Alcoholic Beverages and Tobacco (ABT).
What a Tampa License Budget Includes
- For a quota license, its purchase price on the market
- Application or transfer fees charged by ABT
- Escrow and closing costs
- Operational upgrades the license's conditions require
Settle on realistic figures before signing anything.
Quota and Non-Quota Costs in Hillsborough County
Non-quota licenses are issued by ABT for the annual fee and cost little: the 2APS for packaged beer and wine, the 2COP when beer and wine are consumed on site, and the 4COP-SFS when a qualifying restaurant offers full liquor with food. Quota licenses are different. State law limits them to one per 7,500 Hillsborough County residents; they come through an annual DBPR lottery, and once the quota is used up the only option is buying from an existing holder. Quota licenses in the county can cost several hundred thousand dollars at the top end and tens of thousands at the lower end, with license type and market conditions deciding where a deal lands.
A cheaper license still carries duties: restaurant licenses impose seating, food revenue and square footage requirements for their whole life.
Tampa Licensing Q&A
How does buying an existing license work? Tampa buyers often purchase a quota license and complete the ABT transfer through escrow. ABT looks at ownership, financing and the premises, and the transfer includes background review plus posting and notice periods. We coordinate escrow with transfer milestones and file accurate applications and disclosures.
Can local rules affect my site? Yes. Both Hillsborough County and the city may require distance from residential zones, churches, schools and parks, approval as a conditional use or special exception, and conditions on hours, entertainment and security.
Which other licenses are common? The 4COP Quota serves bars and nightclubs, the 3PS Quota liquor stores, the 13CT caterers and the CMB breweries.
