Pima County Liquor Licenses for Restaurants, Bars, and Retailers

Signing a lease in Downtown Tucson or along Fourth Avenue is only the start. Securing alcohol privileges by opening day takes a sequence of state and local steps, and one paperwork gap can stall everything. Liquor License Agents plans that sequence with restaurant, bar, hotel, and retail operators throughout Pima County, including Marana, Oro Valley, and the Foothills.

From First Call to Approval

Pick the privilege. We start with how you will operate: on-site service or packaged sales, and what kind of venue. That points to a Series license and shows whether you face a quota license like the Series 6 or Series 9, which are limited by county population, or a non-quota option like the Series 10 or Series 12 that DLLC issues directly.

Buy or apply. When a quota license is required, the usual route is to buy an existing license and ask the Arizona Department of Liquor Licenses and Control (DLLC) to move it into your name, at times to a new address. Escrow normally holds the purchase funds, and we time its release to DLLC milestones. Before you commit, we read the license for conditions limiting hours, entertainment, or service areas.

File and review. DLLC checks backgrounds and fingerprints, reviews ownership and financing details, and requires the premises to be publicly posted. Pima County or the relevant city then takes the request to its governing body, where neighbors may object.

Open. DLLC targets 65 to 105 days for transfers; new licenses usually run longer. We track the file and respond fast so corrections do not eat into that window.

Questions From Pima County Operators

My restaurant serves full meals. Which license fits? Usually a Series 12, provided food makes up the required portion of revenue. If drinks are the main draw, a Series 6 is typical, or a Series 7 when beer and wine are enough. Hotels and resorts generally hold a Series 11.

What local rules should I check before buying? Distance from schools and churches, operating hours, security plans, and conditions tied to entertainment or crowds. Patios and late-night plans deserve early attention, since they often influence local approval.
